There are excellent exchange student programs in Israel, the universities are good all the courses are acknowledge by universities in the US (not sure about Canada) but I've never checked the fee is about 3500 US dollars since the dollar is so weak.

I don't know if this is considered cheap for you but I have friends that took a year or a semester there to clear their head without breaking their progress toward the degree.
