We just spent almost 3 weeks in Bali and were ripped off by money changers twice in Kuta Beach and we talked to LOTS of other travelers who were also. One of the thiefs used a calculator that had been fixed. But the most common way was that they only give you 5,000 and 10,000 rupiah notes so there are lots of them, and then when they restack them after you have counted them, they find a way to drop some into their laps and you don't miss them until later. DO NOT let any money changer touch yoour money after you have counted it. Better yet, use the banks to change money (even though the rate is not as good) or the best rate and the safest way to change is to use your ATM card at an ATM machine.
