From what I read most Airlines allow 22 x 14 x 9 inches.

If you are a little over, would it matter?
I have a few choices:
Eagle Creek Explorer LT Travel Pack

Or:
REI Grand Tour Travel Pack

From what I see on US airlines, it doesn't seem to matter a bit as long as you can somehow stuff it into the bin. Irritates me to no end. However, most foreign airlines are VERY strict about size, quantity, and weight IME.

Many smaller planes don't have enough space for luggage of that size, so I always aim for smaller. I agree that non-US airlines are very strict. They often don't allow packs even if they fit within the guidelines, just because someone's having a bad day.

Also, with a pack, make sure that it has some amount of flexibility so that you can squish it under a seat, etc.

I doubt you will be able to carry on a bag that is 70 litres or more. Mine is 50L and often too big to carry on. You could probably carry the daypack on without any trouble. You will have to check in your big rolling bag anyway so you could always just check in the big part of the backpack and carry on the daypack. Or you could just bring less stuff. If I can manage to get all my stuff into a 50L bag then anyone can!
