What is the best way to do this? I've read some about the slow boat that takes a couple of days but need to know more. I'll be traveling alone and wonder about opinions on a good way to be safe and see the countries and be relatively comfortable!! But I'd like information on ways to do this every way from cheap to expensive so I can choose. I'll have from July 17 until July 24 to visit both. Thanks!

bus from Chiang Rai to Chiang Khong, which should take between two and a half and three hours. There are buses every hour from early morning till mid afternoon between Chiang Rai and Chiang Khong.
Take the slow boat -- requires overland transport to the border, then a two day boat. Time required: At least three days.

there are busses from Chiang Mai but it will take 2 days to arrive in Luang Prabang. You will have to overnight in Luang Namtha if i'm not wrong.

There is flight Chiang Mai - Luang Prabang by Lao Airlines, but better check if it still operates this route.
