Question: is London chaotic right now due to the Tour or is everyone there just kind of burned-out?

Also, if I am in London in about two weeks, where is the best place in the city to go watch the Tour? Where do the local enthusiasts gather?

I had no idea it was even on!..yesterday was crazy on the tubes because you had euro film crews everywhere lugging camera equipment around, the big global warming festival, anniversary of 7/7...

I think most people in London are forever burned out thanks to the constant 'engineering to improve the underground'.

London is just so big, it takes a whopper of an event to frazzel people. The TdF doesn't seem to qualify. I'm visiting at this moment and the only two things I have noticed are 1) warnings on the tube to avoid two stops (Marble Arch and somewhere else), and 2) Hyde Park had lots of stuff going on. Peanuts.
