I love Rotters, dont really see his problem. Alright the place may have a rather sinister feel to it after dark but anywhere would seem abit cold and empty if it had been raized to the ground and had to be rebuilt in a rush. Admittedly the massive docks and the junkie population dont help matters but the fact is you're a damn sight more to get yourself mugged or attacked if you wander into the wrong area of pretty much any other major North European city. Rotterdam has it's problems just like anywhere else but in Rotterdam there right in front of you, not hidden away out of the sight of tourists.
