Where in the world did you get your unemployment and HIV/AIDS figures for Tanzania??! They are so completely and utterly off the mark, it is simply dumbfounding!!

According to the Tanzanian Government:

Unemployment rate for the whole country is 12.9 percent. Almost half of the unemployed live in urban areas. While 46.5 percent of the Dar es Salaam active labour force is unemployed, unemployment for the other urban areas is 25.5 percent, and for rural areas is 8.4 percent.

Or if you don't believe local statistics (as I'm suer you wouldn't): The 2000/01 ILFS found that unemployment had increased to 5.1% (Standard/ILO definition) or 12.9% (National/Expanded definition).

Furthermore, according to UNAIDS, HIV/AIDS prevalence in Tanzania in 2005 was estimated to be 6.5% -- (5.8% lowest estimate and 7.2 highest estimate. Go here http://data.unaids.org/pub/GlobalReport/2006/2006GR-PrevalenceMap_en.pdf)

KINDLY check your facts before you go posting things about which you have no idea about and subsequently end up tarnishing the image of that country.

I'm sad to say that the article has a tone of exaggeration and dramatization. Perhaps this is a young person?

Are those numbers high? Why would a government make things seem worse than they are?
