There are some more university's which accept foreign students. Amsterdam University for example, nice university in the center of Amsterdam. There's only one problem: It's very hard to find a room in Amsterdam but maybe you can arrange something with the university.
You can study Dutch at most universities in The Netherlands they usually also have a foreign student office which will help you find a place to stay and have other helpful information. I know for a fact that the University of Leiden does have all of the above as I work there myself.

I don't know how easy it would be to find a family to stay with... but if you were to go to Technishe Universiteit Delft, the students there tend to live in houses with 10-15 other students. You might be able to get int there.
If you have any questions about TUDelft, I studied architecture there for 6 months and might be able to help you.
I'd definitely recommend studying in Delft. They use the "Delft Method," which I found to be an excellent way to study Dutch. I didn't study at the University itself but instead had a class taught by one of the professors from the university.
Also, if you want to study Dutch before you leave for your trip, I found that the Pimslaur language series (which I got from my local US public library) was an excellent method for learning basic conversational Dutch.
