I went 2 summers ago. In Cairo, I first stayed at the Bostan Hotel (bostanhotel@hotmail.com). It was cheap and clean. There's a nice terrace on the roof. I din't particularly like the staff except for one guy: "Hani", the waiter at the restaurant. He made our stay worthwhile. We went out with him and had a blast.

In Luxor, we stayed at Sherief Hotel. (sheriefhotel@yahoo.co.uk)
The owner (new owner at the time) made my time in Luxor one of the highlights of my trip. "Abdul" was fantastic with his help, references and contacts all over the place. Although they could have used a vaccum cleaner back then, he was trying to make a name for himself and so he practically let us stayed for free!(about 8 US$ for a twin room with AC and a private bathroom...) I recommend the place without hesitation.
One of his employees also worked as a waiter at Sultana restaurant (5 min. walk). The food was amazing and very cheap. It was fresh and delicious...

Back in Cairo Bostan was full so I stayed at the Sara Inn. It was vey charming but not as cheap as the other place...

Depends what your looking for. In Cairo, we stayed at the Canadian Hostel, which is clean and has fairly well-trained staff. It is, however, very basic...beds have very thin mattresses, and the shared facilities, which kept clean, have aged a bit, so they don't exactly sparkle. I'd stay there again, should I ever forget how much of a hassle Egypt was.

Mayfair Hotel in Zamalek. Stayed January 2006. Prices then were EGP80/sgl EGP100/dbl with shared bath. Clean room with small balcony. Staff were great! Location is also great: quiet, and a EGP4 taxi ride to anywhere just about. The owner is a Palestinian Canadian.
