I'm researching a 3 month Panama adventure in Jan. I thought about possibly purchasing a motorscooter to wander, but I haven't read anything about traveling by scooter.
Is it a viable alternative? I don't have a Motorcycle license, therefore, the scooter can't be more than 150 cc. Would a scooter be abe to traverse the mountain roads, and are they restricted on certain secondary highways.
Any suggestions would be welcomed.

If you really want to do this on two wheels, why not just go ahead and get your motorcycle license?! Your local Department of Motor Vehicles will have a sponsored course in your area, it takes a reasonably short amount of time to complete, and depending on your state, once you pass the class you don't have to take any further examinations to receive your license. It's a valuable class, and might be wise before trying to hit the roads on a motorbike in another country as well. In addition, your local Harley Davidson dealer offers similar classes called "Riders Edge" and while I'm not sure if the DMV recognizes it as an actual exam equivalent, it would also be an excellent course to take. Then, once you're in Panama... or wherever else you might go, you will have a bit more confidence, experience, and options.
