You might already have a bank account with an ATM card that won't incur any fees in NZ.
I have Bank of America which is part of the global ATM alliance with Westpac that has locations all over NZ and AUS.
So we pulled out money in NZ from Westpac ATMs for free from our US accounts.
I also second the recommendation about the Capital One credit card that doesn't charge international transaction fees. Although I hate that years later they still haven't raised my limit from the somewhat inadequate initial amount.

Prepaid Cash Card New Zealand

You can use your cc yeah, but i prefer to use my prepaid card as you can easily lose your cc, which is likely to have all your savings or holiday money on it. Plus cc'd mean you owe money to the bank, whereas with a prepaid card you can only spend what you've actually loaded on to it, so you avoid any risk of debt.

the current best bet is a halifax clarity card for no fees,

Yeah, i don't know if i'd say it's specifically for people who don't have a cc but it's certainly an alternative. You could have both if you wanted, I just prefer them to credit cards coz you can't get into debt.
