"For example, you have two hours to enjoy 50-cent Bud and Bud Light drafts at Bourbon Street on the Upper West Side on Fridays from 9 p.m. to 11 p.m."

I did a little research last night while I was out in the city with some friends. We went down to the lower east side, i.e east village and it was a lot of fun. There were some great bars down there that weren't too expensive based on NYC standards.
I.e. Arlene's Grocery store: Cheapest beer was pabst at $3 a bottle. I was drinking well drinks for like $7. they had a bunch on draft. There were other places around and many more in Alphabet city, so I think that the lower east side would be a good place to go.
Just my humble opinion

There is the Bohemian Beer Garden in Astoria, which is a great place if the weather's good. It's got a huge walled garden and a nice selection of quality beers for $5 a pint.
