Actually the link you provided was from a tourist site - Only Melbourne.
And P plate drivers (and learner drivers) can not use a mobile phone under any circumstance.

Personally, I reckon people who are driving should be driving - not having a chit-chat with a mate. I, however don't make the rules..but if I did...

I agree with you - I wouldn't allow it either nor would I allow smoking while driving.

I was only in OZ for a few weeks, but spent a long time in NZ on a WHV, and I'd say:
-Ditto on BBH. Didn't join til I went to the South Island, and it more than paid for itself, but could have had some better hosteling experiences in the North had I had the card.
-It is easy to get some work, but not so easy to get others. Don't think you can just show up in Wanaka and get some hospo work for people on the slopes... cause about 1,000 other people who actually love skiing had this idea months ago. But you can literally ALWAYS find seasonal fruit work. Kiwi packhouses suck... did two days then quit. Then, I worked in the vineyards and made amazing friends and enough money for continued travel. Shop around for a contractor, there are plenty of assholes who will screw you over, but there are also really honest wonderful ones as well.
-Working for accommodation in hostels is a great way to save money while you stay in one place for awhile. But again, do your research and don't think you can just show up and do it.
-Christchurch is definitely the best place to buy a car, since everyone is trying really hard to get rid of their cars and the prices are CHEAP. But don't get one without a current WOOF.
