I guess it is a tougher one... there is at least one hint in the picture if you look at it closely though.

The mosque in the lower left was the "at least one hint" I was thinking of.

It's not T'blisi. I actually didn't realize that Georgia had a significant Muslim population before now (I just looked it up... 10% in their 2002 census apparently.)

And though it's neither Quito nor T'blisi, it IS a capital city. (I'm just not as good as Static at coming up with creative cryptic clues.)
