This appears to be a bike share program. Most of these are in Europe but is it possible that this one is in the USA?

Base is a phone provider in Belgium, but of course it's possible they operate elsewhere in the world as well, and I don't know of any bike share programs in Belgium. Still, I'm going to guess we're in Western Europe.

According to this blog post, Brussels is about to relaunch their bikeshare program. Googling reveals its called Villo.
However, a look at their website shows that the name of the program on those BASE-sposored bikes is above the chain and deraileur. And the ones in Brussels clearly say 'Villo". So I would guess that Belgium is correct, but it's not Brussels. Maybe Antwerp? Just a guess.

I looked at the Vilo website and am pretty sure it is Brussels.
